Bay Area Women United is a collective of concerned women from across the Bay Area, with a
reach that extends nationwide. We are united in our commitment to safeguarding the values and
future of our country. Our focus for the 2024 election covers critical areas such as Democracy
and Governance, Civil and Human Rights, Health and Social Services, Economic Policies,
Environmental Protection and Climate Control, Foreign Relations, Labor and Employment,
Economic Inequality, and the Judiciary and Legal Systems.
Our mission is driven by the urgent need to address the potential impacts of Project 2025. We are
dedicated to holding elected officials at all levels accountable, ensuring they serve the interests of
the people and uphold the principles of democracy. We believe in rigorous accountability and
active civic engagement to drive meaningful change.
Teresa Deloach Reed is a retired Fire Chief from the City of Oakland, bringing over thirty years of dedicated service in City Government. She holds a bachelor's degree in Organizational Leadership and a master's degree in Public Administration.
Teresa has served on numerous professional boards, including the Bay Area American Red Cross, Alameda Health System Foundation, the State Board of Fire Services, and the National Fire Protection Association (NFPA).
Deeply committed to community service, she is currently active with the Red Cross serving as Chair of the Alameda County Leadership Council, a member of the Urban League of Greater San Francisco Bay Area, a leader within First AME Church, Oakland, and a supporter of Alameda Health System Foundation.
Mona M. Fosterwhite is an experienced attorney practicing in California since 2011,
specializing in Estate Planning, Probate, and Trust Administration. Through her law office, she is
dedicated to educating the community about protecting their families, assets, and futures,
ensuring that all necessary tools are utilized to achieve these goals.
In addition to her legal work, Mona is an active member of the Los Medanos Community
College Foundation Board, where she has served since 2017 and currently holds the position of
Chair. In this role, she focuses on building relationships that invest in the success of students as
they pursue their goals.
Karen Hill, PhD, RN, ANP-C, MSN,
Health Management Associates and KLH Consulting: Innovations in Healthcare
Karen Hill is a doctoral prepared board-certified advance practice registered nurse (APRN) with over thirty years of experience. She has a specialty in environmental and occupational health and clinical training in adult, adolescent, and young adult health. An expert in workplace health and safety, Dr. Hill is skilled in workforce assessment, engagement, and development. Her clinical capabilities span primary care, acute care, outpatient care, home health care transitions, and trauma-informed
systems of care. She is experienced in the social determinants of health and health disparities and
community engagement of underserved populations.
Dr. Hill consulted with non-profit organizations, academic institutions, and community-based
organizations. She is an analytical and growth-minded professional with expertise in cultivating
culturally sensitive collaborations. She has a proven track record of leading workplace transformation by enhancing operations and building dynamic, patient-centered, outcome-driven teams. She guides her clients in fully engaging patients and staff, improving patient outcomes, and reducing costs.
Dr. Hill brings both clinical and administrative perspectives to client projects. She was clinic manager for Glide Health Services, a nurse-led clinic serving a largely homeless, racially diverse population in San Francisco. Using data and leveraging partnerships, she expanded community access to primary health services. She launched a new Wellness Center, which included alternative medicine, and instituted a breast health program with California Pacific Medical Center, which provided screening and treatment for 400 women annually. She introduced a new social case management program and onsite adult dental health program. Her leadership in coaching and mentoring directly resulted in better health outcomes among low-wage clinic workers, reduced employee attrition, and increased staff morale and performance.
Dr. Hill earned both her doctorate in family health care nursing and her master’s degree in nursing
(occupational and environmental health nursing subspecialty) from the University of California, San
Francisco. She received her bachelor’s degree in nursing from the University of San Francisco. A
BlueShield Clinic Leadership Graduate and TeamStepps Master Trainer, Dr. Hill is a nursing adjunct
faculty member at the University of California, San Francisco and Yale School of Nursing.
Ethel Howze attended San Francisco State University and Holy Names College, Ethel quickly rose
through the ranks, earning a full-time position as Recreation Program Director at Arroyo Viejo
Recreation Center in 1969. Her distinguished career with the City of Oakland Office of Parks
and Recreation saw her promoted to Recreation Center Director, Recreation Supervisor, Aquatics
and Tennis Supervisor, Area Administrator, and ultimately, Recreation General Supervisor.
Ethel’s leadership and innovation have touched the lives of countless Oakland residents,
especially children, teens, and young adults. She has been instrumental in organizing and
implementing numerous programs, including one of the city’s first mobile recreation programs,
charm classes, teen clubs, and the beloved Play Day in the Plaza.
Ethel’s commitment to community includes forming the first Youth Commission in partnership
with the Mayor’s Office under the leadership of The Honorable Mayor Elihu Harris. Under her
leadership she conducted several youth conferences that engaged Oakland High Schools
throughout Oakland resulting creating a leadership for participating youth. Ethel’s professional
excellence extends beyond her work with the city.
She has been an active member of various professional organizations, including the California
Parks and Recreation Society, Chi Kappa Rho, the National Recreation and Parks Association,
and the Ethnic Minority Association, where she served as president and board member. Her
efforts were recognized by the City of Oakland for organizing the 1989 Tennis Tournament,
which benefited victims of the Oakland Firestorm.
Ethel is committed to her community and hold membership with Alpha Kappa Alpha Sorority
and Links Incorporated with a strong focus on youth development and college entrance exams
and scholarships,
In addition to her career achievements, Ethel was appointed to the Parks and Recreation
Advisory Commission, where she served a three-year term, further contributing to the
enhancement of Oakland’s recreational programs and facilities.
Ethel Howze’s unwavering dedication and visionary leadership have significantly improved the
quality of life in Oakland, leaving a lasting legacy that reflects positively on the city at both
regional and national levels.
Judy Martin-Holland is an Oakland native and seasoned health care professional with over forty years of experience in clinical practice, leadership & administration, global health, education & regulation of the health professions, health policy, and health equity. She has been a long-term advocate for diversity of the health professions and for healthcare system change focused on access, cost, quality, and population health – focused on meeting the needs of both individual patients/families, and the community.
Judy holds a Doctor of Philosophy degree in Nursing (UCSF), a Master’s degree in Nursing (UCSF), a Master of Public Administration, focused on public policy & organizational leadership (Cal State Hayward/East Bay), and a bachelor’s degree in Nursing (Chico State).
Judy serves on the board of a senior housing community in Oakland, as a member of the Public
Interest Panel of the Accreditation Council for Pharmacy Education, a life member of the National Black Nurses Association/Bay Area Black Nurses Association, and on two American Academy of Nursing expert panels: global health and health equity.
Audree V. Jones-Taylor is a seasoned professional with over forty years of experience in administration and management. She has a robust background in Urban Programming and Recreation/Park Development, particularly focusing on connecting with underserved communities.
Audree's career includes notable roles such as Former Director of Oakland Parks and Recreation and Chief of Staff for Baltimore Public Works. She is also an accomplished author and consultant, providing expert guidance and training to individuals, municipalities, and corporations.
Audree holds a Master’s degree in Leadership from St. Mary’s College of California and a B.S.
in Business Administration from the University of Redlands. Her approach is characterized by
strong self-discipline, high standards, and a deep commitment to public service, which she
consistently models in her work.
Audree serves as an Emeritus Board member for the Martin Luther King Freedom Center, and a
life member of the National Ethnic Minority Association.
